This is a constitutional amendment to protect the Social Security trust fund and Medicare trust fund which currently and for the last 70 years are having low returns on investments. This will create an Autonomous Board of Trustees and require some funds be invested in things other than US government debt ! Candidates often say their opponent will do something to hurt Social Security someday it might be true; this will give it constitutional protection.
